The DETR who wrote PPG13 don't want to define the 'new access' term better for us, insisting it is 'for local authorities' to 'judge each individual case on its merits'.

This Beechfield development requires a proper road junction. This road junction will be a new road access. Even the developers admit to that in their application. It replaces an 'over the pavement' 'dropped kerb' access to the church car park.
PPG13 Annex D is quite clear that new accesses near a main road bend with double white lines are not desirable. They are not desirable because they are not safe.
The Beechwalk development was different in this regard. The road access existed and had done long before tarmac. But if tarmacking the entrance road and adding signs like 'Give Way' constitutes creating a 'new access' then planners had chose to ignore this clause of PPG13.
There are still no lines to direct car flow into this 'hidden' new access!

ANNEX D VISIBILITY STANDARDS 1 New accesses on to roads should wherever possible be on level ground or in hollows where there is good visibility. They should not be near the crest of a hill, near a sharp bend or where there are double white lines (indicating restricted forward visibility).
