Most people will know where this fence is. ( Near St. Marie's Church.) Few will think how nice it looks as the paint fades and peels and weeds grow below. Most frustrating is the fact that ripping out the previous ancient hedge had so little effect on road visibility relative to what a good prune might have achieved!
Now cars parked on the road, force traffic into the marked central hazard area and block the lines of vision. This was an issue made quite clear to the council by a local senior Policeman.
Govenment Policy, PPG 1, makes it clear that councils can reject bad design.
Below is what residents claimed would be a hopeless estate access road impassable when church services end. Now the houses are finished residents have even complained about the churchgoers parking on their front lawns!! Was that good planning and design??
Three storey houses were placed on one of the most visible hillsides in the Wigan Area against the Green Belt.
They dominate the view to St. Maries church from the footpaths below.
Government 'good planning guides' for planners, say views to local landmarks should be preserved.
Do Wigan planners read these guides?
p.s. 2003 St. Maries is now a named view worth preserving in the draft UDP. Shame its too late!
